Delayed Leadership occurs when there is no leader, and a gap emerges from the time leadership was needed to the time someone stepped up to do the job.
Perhaps it was the time it took to find the right person but more likely, it was the acceptance that we needed someone to have Leadership, to recognize we had a problem that led to the initiative of Leadership occurring.
